The very same thing (minus anesthesia) happens in parts of Asia, Africa, Europe (immigrants) and Central and South America, where the ‘part that sticks out’ is culturally considered offensive to the ‘elders’ (parents and other adults).
The only difference is that societies outside the Western World are more likely to admit to the real reasons for such horrendous abuse, maiming, and traumatization of human beings at the most helpless stages of development.

Childhood genital mutilation, selective torture and the mutilation and traumatization of women around labor (childbirth) are the oldest and most elemental methods used to create and maintain the patriarchal social, political and economic order. The abandonment of the same would be the end of the hierarchical, sadomasochistic, elder male governing of the masses.
